This is best understood as mastering the feminine and masculine forces of the Universe. It is usually said that the one who master feminine and masculine flow has reached a profound ability.
The other parts are more usual and familiar as: outer and inner, above and below. Not sure though what he meant by "make eyes in a place of an eye" and so on.

It could be also meant at a more general level - living in celibacy and distancing oneself from an active sexual life.

Anyhow, that quotation fits well the Law of Manifestation that says: everything is split into two one level lower. Hence, for human to ascend, one must achieve perfect balance in oneself and transcend sex.

I have difficulties to understand why.
He talks about mixing the both, not go in solitude in one part. Neutrum or neuter (asexual) that is another thing.

I'd guess one does not need sex/is not interested in it once his masculine and feminine sides become equally strong and balanced.

Hmm.. if that were so one could generalize and say that all one has to do to balance the energies is wait to get old!!!   :)

I don't think sex - interest or lack thereof - has all that much to do with balancing the masculine and feminine energies. Sex is more of a mingling action than a balancing one.
Our thoughts and emotions around sex may however have something to do with the balancing of the energies.

Interesting though how we use different words to probably mean the same thing! Thanks for that!  I am learning!   :)  :-*

One thing is a lack of sexual energy leading to disappearing sexual urge, the other is having equally strong female and male sides that make sexual desires meaningless.

Interesting that, and yes, I do agree with you   :)

I found it interesting when I was studying A Treatise in White Magic, that it culminated in the latter - ie desire was meaningless. I found that rather horrifying at the time!   ;)
Since then, I may add, my understanding of "meaningless" has also changed!
