Money is an institution

Money is an institution said the professor Joseph Agassi when he had a discussion with us here at our little University 15 years ago. I know he was a follower of Popper. But after that table discussion that we had every morning for a week I always kept wondering about what he meant by that statement - "Money is an institution"? i kept is a a secret mantra, never understanding the meaning of it.  Perhaps I got an answer when I saw the first part of Zeitgeist Addendum.
